Experts Predict Big Foreclosure Fallout
As home prices fall and lenders tighten credit terms, some observers close to the subprime market predict that things are going to get worse before they get better.

The delinquency rate for all types of mortgages rose to 4.67 percent in the third quarter of 2006 from 4.39 percent in the prior three months, a gain of 6 percent, according to the Mortgage Bankers Association.

Foreclosures last year were up 42 percent from 2005 levels, and will likely rise another 20 percent to 25 percent this year, predicts RealtyTrac Inc., a real estate information service.

"It's going to be a bloodbath this year," says Renae Gorney, director of loss mitigation at Freedom Foreclosure Prevention Services in Mesa, Ariz.

Christopher Cagan, director of research and analytics at First American CoreLogic, estimates that adjustable-rate mortgage resets will trigger some 1.1 million foreclosures over the next 5 or 6 years, wiping out $110 billion in equity.

While that may sound like a lot, Cagan doesn't believe the fallout will significantly slow the U.S. economy or even severely damage the mortgage industry because it's actually a pretty small percentage.

The Base Realignment and Closure, ( BRAC ) process allows the Department of Defense to transform its infrastructure to meet the future needs of the military. As a result of this process, some communities in Maryland and APG will experience an increase in military activity and associated community growth such as the need for availability of homes in Harford, Baltimore, Cecil County, while others are faced with a significant base closure and associated economic distress.

An increase in military activity may challenge a community's capacity to absorb an influx of personnel and may place excessive demands on some off-base community services and facilities in Harford County,Cecil County and Baltimore County Maryland. Experience suggests that off-base housing scarcity and school overcrowding are areas of shared community and military concern. The community and the military alike must strive to maintain and improve the quality of life for local residents, including the new military personnel and their dependents.

HOUSING: Some communities experience a slowdown in local housing sales the moment a closure is announced, while sales in others continue unaffected. The drawdown of personnel may affect local renters and homeowners. The Service Human Resources Office should be able to provide a residential profile of the base population. Please note upcoming changes to the Maryland Non-Resident Seller Withholding Tax and the Prince George's County Recordation Tax rates for 2008

Maryland Tax Rate Changes

The Maryland Non-Resident Withholding Tax Rate will increase from 6.75% to 7.5% for individuals. The new rate is effective with settlements taking place on or after July 1st. (The 8.25% rate for entities remains unchanged.)

Additionally, the Prince George's County Recordation Tax will increase from $4.40 per $1,000 of sales price to $5.00 per $1,000 effective with settlements taking place on or after July 5^th. 2008

For members of the Fort Monmouth community, decisions about Base Realignment and Closure (BRAC) have been made.

Whether or not to relocate? Where to live? Where to send your child to school? What if your spouse is employed, but not at Fort Monmouth? How will they find a job in Maryland? Search for your home now!

To deal with the issues related to spousal employment, the State of Maryland, as well as the Deputy Chief of Staff for Personnel and the Civilian Personnel Advisory Center (CPAC), have provided information about employment resources and job opportunities available for spouses.

In preparation for BRAC transfers of personnel the state of Maryland is working with the Governor's Workforce Investment Board, as well as the Local Workforce Investment Board, to explore ways in which the state may help spouses of federal workers to find employment.

The Susquehanna Workforce Centers (Susquehanna Workforce) offer up-to-date information on potential job opportunities for job seekers, as well as workshops on resume building, interviewing, basic computers, and how to apply for a federal job.

The website features a BRAC page that is under construction and will soon feature more information on job opportunities, as well as links to job searching and matching databases.

Don't rule out the possibility of your spouse obtaining federal employment. Vacancies are sure to occur as a result of employees choosing not to relocate.

The Fort Monmouth CPAC will provide training on accessing federal employment for spouses. Additionally, the CPAC will provide training on Resumix, the DA job application process.

As we get closer to the date of the BRAC move, training dates and times will be announced.

Mothers Day Gift for My Wife.....an REO PROPERTY!

Well, we have been working on this deal for several months. After frustrations from myself, the listing agent and my mortgage broker...we thought the deal was gone. My wife's "Dream Home" was discounted by almost $100,000 and the bank was paying ALL my closing costs (pat on the back for my negotiations)

After a couple of extensions, the Bank pulled the listing from the Asset Company. They wanted a $9,000 non-refundable deposit with a guarantee to close in 3 days.......I gave in.

Nervously I did it.....and now, the painter has started, we are packing...the kids have picked out their rooms and we have a house almost triple the size of our current home, pool, decks, sun-room...and only 2 minutes from where we live now.
